Muzzles are not just for dogs that bite.  Muzzle are useful in many contexts.  On a walk, they can stop  your dog from eating  things from the floor, like poo, dropped food, stones etc.  

An injured or sick dog is more likely to bite, so the muzzle can ensures the safety of your vet and a less stressful experience for your dog.
